The Guidelines for the Operation of the Electricity Transmission Network (SOGL) are an operational code that sets out requirements for TSOs, OSDs and so-called significant network users (SGUs, i.e. market participants, including manufacturers, customers and other entities whose activities affect the operation of the transmission system). These requirements aim at ensuring the safe operation of the electricity system, maintaining appropriate frequency levels on the network and the efficient use of combined European electricity systems and associated resources.

The SOGL Guidelines were described in Commission Regulation (EU) 2017/1485 and, as regards Polish legislation, the Guidelines were published in the Official Journal of the EU on 25 August 2017, entered into force on 14 September 2017. The transmission system operator was responsible for their development.

In practice, all generation units of Type B, C and D, including all power-generating modules (MWEs), whose installed power output value is greater than or equal to 0,2 MW, must send a forecast of electricity generation taking into account the own needs and planned downtimes for several days in advance.

These data, manufacturers are obliged to send to the network operator to which their installation is connected, i.e. to the Distribution Network Operator or Transmission Network Operator. Operators shall provide specific IT platforms enabling manufacturers to communicate and exchange data efficiently.
