Forecasting Services / SOGL

Guidelines for the Operation of the Electricity Transmission Network (SOGL) is an operational code that specifies the requirements for the OSP (transmission system operator), OSD (distribution system operator) and the so-called significant network users (SGU, i.e. market participants, including producers, consumers and other entities whose activities have an impact on operation of the transmission system). These requirements are intended to ensure safe operation electricity system, maintaining appropriate frequency levels in the network and efficient use of interconnected European electricity systems and the resources connected to them.

The SOGL guidelines are described in Commission Regulation (EU) 2017/1485, while as far as Polish regulations are concerned, the guidelines were published in the Official Journal of the EU on August 25, 2017, and entered into force on September 14, 2017. The Transmission System Operator Polskie Sieci Elektroenergetyczne S.A. was responsible for their development.

In practice, all type B, C and D generating units, which include all power generating modules (MWE) whose installed capacity of the electricity generating source is greater than or equal to 0.2 MW, must submit an electricity generation forecast taking into account own needs and planned downtime a few days in advance.

Producers are obliged to send this data to the network operator to which their installation is connected, i.e. the Distribution Network Operator or the Transmission Network Operator. Operators provide special IT platforms that enable manufacturers to communicate efficiently with them and exchange data.
